PORTERVILLE, Tulare County — November 4, 2026. Porterville’s District 2 City Council election is a striking example of how early vote counts can reverse. At approximately 11 p.m. November 3, incumbent Greg Meister was ahead of challenger Taha Saleh by just seven votes. In a later election-night report, Saleh moved ahead by 30 votes.

How the numbers changed

Valley Voice’s election-night report described Meister on 497 votes and Saleh on 490, with an estimate of 89% of the vote counted at that earlier moment. A subsequent November 4 review of the county’s final election-night report lists Saleh on 709 votes and Meister on 679. These are sequential snapshots, not two results that should be added together.

District 1: another council election

For the city’s separate District 1 seat, the later election-night summary lists Paul D. Vera with 667 votes and Scott Bowler with 526. Residents in District 1 did not vote in the District 2 candidate contest.

Do 100% of precincts mean the election is over?

No. A county may finish reporting election-night precinct results while valid vote-by-mail and provisional ballots remain to be checked. The reported close margin could still move. The Tulare County Elections office lists official releases and subsequent canvass updates; the final certified result determines the winning candidate.

This story documents the change between the 11 p.m. and later overnight reports, and does not declare an elected councilmember.
